@Debbie Ball's comment is important on this. Education and Training for Families/Providers it would be difficult to assess the impact of Achievement of Employment.

How about considering the social aspect of being employed? Additionally, continued learning even if it is for lateral promotion and not advancement.

to me, Outcome has to do with what actually happened that's observable; and like Carol, I think of Impact as the "so what", how did the "outcome" impact the persons life - e.g., move into a new or different place, get better benefits, go on vacation for the first time, etc

Impact is pretty individualized in my expereince
