Hi there! I don't have my cell phone at my desk, so you won't be able to crack me up on camera - I'm super torn up about that ;)
Amy Wall
30:33
Oops, messaged everyone on that - even more embarrassing than cracking up!
Yvette Baptiste
33:52
Great point Nancy!
Yvette Baptiste
35:27
I will put our child find townhall in the chat later, it's June 16th

Taft College has a Disability Services certificate (used to be called a Direct Support Education certificate). Our DSP services are available completely online. One course I teach is DS 1507: Supporting People with Disabilities —
Yvette Baptiste
45:52
personnel training must include equity and anti-bias training please
Fanny Cano
46:04
Rubi Saldana 10:28 AMIt would be a great benefit for the Hispanic community if they allocate resources to pay lawyers in the hearings if the centers pay for these services, in my opinion we should also have that resource, also the department should continue allocating resources so that the PCP's are not paid from customer services.
Yvette Baptiste
48:08
Please check in with the FRCs regarding the go-kits we have developed some items that may be useful for families with children
Fanny Cano
48:12
carol ry 10:28 AMIs it true that if I do not sign an IPP with the Regional Center, my child who has autism be removed from the Regional Center?
Marty Omoto
48:14
As we listen to this briefing, let us, as Elizabeth and Fernando Gomez have done over the past several months, to give our continued prayers and attention to Isaias Cervantes and his family as they struggle through crisis and difficult times following the shooting. We need to continue to work together - all of us - to provide critical and urgent help to people and families when they are in crisis - when it is needed most.
Kelly Kulzer-Reyes
48:31
Yvette! YES! It’s vital and a priority of the California Community College Chancellor’s Office.
Marty Omoto

49:37
Yeah! Really need this!
Fanny Cano
49:52
Daysi Funes 10:31 AMWhy are Hispanic POS so low? This is something that is really affecting Self-determination.
Leroy Moore
50:51
Will these hiring include hiring PWD???
Kelly Kulzer-Reyes
56:00
🤣 Marty’s fault!
Yvette Baptiste
57:32
Please make sure that there is consistency across the State, but love this one...actually love all of these ….great love the opportunity for post pandemic
Yvette Baptiste
57:48
That was a comment related to provisional elig
Kelly Kulzer-Reyes
57:53
Agree, again, with Yvette!
Marty Omoto
57:55
I love Brian. LOL. On expanding Lanterman Act eligibility - provisional eligibility for children ages 3-4 years is a tremendous change - almost historic. We all have to work together to make sure it works in the way we all hope - and make sure that those children and families get the array of services they need when they need it.
Marty Omoto
59:43
Can DDS respond to Pam and Arturo's question (in the Q&A) - both questions are important in terms of the CIE proposal in the May Revise. Thks
Leroy Moore
59:54
Once again these new hires should have PWD interview
Marty Omoto
01:01:03
Leroy Moore raises important point that these new hires should have PWD interview. Efforts need to make that one of the critical outcomes for the proposal
Leroy Moore
01:01:43
/‘'
Yvette Baptiste
01:01:45
Yes, I agree with Leroy also. I know there are State efforts, but would love to know how the Department ensures this in services
Marty Omoto
01:03:30
Anna Wang raised important question on the provisional eligibility for 3-4 year olds - what services will be available for those children and families? What services SHOULD be available? Interagency Coordinating Council and other stakeholders need to definitely help identify this - and outcomes. The provisional eligibility is a tremendous historic proposal to the Lanterman Act.
Leroy Moore
01:03:42
Who will elevate the bias trainings and the outcomes?
Yvette Baptiste
01:03:53
Thank you Marty was just about to elevate Anna's comment
Fanny Cano
01:04:37
Karina Saldana 10:46 AMFunds should definitely be allocated to pay attorneys at the hearings! Since the centers pay for these services, we should have that resource. The department also needs to continue allocating resources so that the PCP's are not paid for the services of the clients. Then there is the issue of the covid hours, they should be extended, regional centers should not make it so hard to be able to access them.
Fanny Cano
01:05:14
Rubi Saldana 10:48 AMI totally agree with Marty, thanks for the advocacy
Marty Omoto
01:06:18
The provisional eligibility for children ages 3-4 years old - the outreach, the outcomes of the person centered needs that they have and are met (or not met) needs to be a key priority and outcome for all of us - for regional centers and DDS and all of us - and a key part of the work of the community navigator program and other efforts
Leroy Moore
01:07:03
Some how I can’t use the Q &A box, why?
Marty Omoto
01:07:10
Also second strongly the comment that Jacquie Dillard Foss made on the issue of direct service workers - people - regarding pay.
Fanny Cano
01:07:19
Evelyn Rodriguez 10:49 AMThe regional centers are being represented by attorneys at the hearings. DDS should provide funds so that families can also access representation with an attorney. OCRA & DRC do not have funds to represent families directly. They only give us consulting. It’s NOT fair to families that they have to represent themselves.
Kelly Kulzer-Reyes
01:07:50
KRC has opened an option for orientations as an online resource with a learning management system for families that do prefer to use technology. It’s a wonderful option!
Kelly Kulzer-Reyes
01:08:00
These are self-paced
Yvette Baptiste
01:08:04
Marty, I agree on the Community Navigator a major source of inequity is the issue brought up by Anna that most families post Early Start may only be getting respite...
Fanny Cano
01:08:17
Teresa Ayala 10:51 AM Will they continue to help families with the 2,500 for the PCP
Fanny Cano
01:08:56
Rubi Saldana 10:52 AMThe Hispanic community has different needs, we need to be part of the solution.
Dana Hooper
01:10:29
What ever happened to replacing the temporary, placeholder rate increase with the rate increases and reformed rate structure needed to correct system underfunding and make provider rates more equitable?
Marty Omoto
01:10:47
Welcome Jonathan!!!!!!!!

carol ry 10:55 AMMy child has autism and the regional center no longer wants to provide her services. I am fighting with the school to be able to have services and the regional center does not want to help me with the legal clinical because I have not signed an IPP. The IPP of the regional center is not offering anything to my daughter.
Fanny Cano
01:14:49
carol ry 10:57 AMMy daughter is 6 years old and has autism. I think she is at the perfect age to receive enough services for her to be independent when she grows up.
Kelly Kulzer-Reyes
01:15:54
Person-centered Active Supports in the DSP — very important!
Fanny Cano
01:17:31
Lulu Aguilar Aguilar 10:58 AMWhat is the budget that is dedicated to help with the great disparity in the Hispanic community and how will they be used? We request an advocate or lawyer to represent us from obtaining generic resources as representation in an unfair hearing where the regional centers have lawyers, specialists and we do not have enough resources to be able to advocate for the needs of our loved ones, who are regional center consumers.
Fanny Cano
01:18:22
gabriela romero 11:02 AMGood afternoon everyone, I wanted to know if DDS will continue to provide the 2,500 for the PCP plans for the self-determination program,
Fanny Cano
01:18:54
Evelyn Rodriguez 11:03 AMThe Latino community has very low budgets. We need you to continue to support families with the PCP payment.
Sylvia Yeh
01:19:27
Appreciate the recognition & incentive to our devoted DSP. However, for H&S adjustment only applies to local wage increases, not for paying higher rates for trained DSP
Elizabeth Barrios Gomez
01:22:43
Thank you Marty for remembering all the work from the Advocates we have lost. And From my heart thank you for the request for prayers for Isaias Cervantes.
Shella Comin-DuMong
01:22:47
YES MARTY
Yvette Baptiste
01:30:26
Eastern Los Angeles RC has been doing this for 4-5 years with tremendous success
Kelly Kulzer-Reyes
01:31:11
Shella took most of my thoughts :) Great points Shella.
Kelly Kulzer-Reyes
01:32:27
The SDP transition funding will help those with low and no POS. That was my observation and gratitude connection.
Yvette Baptiste
01:32:37
I like Shella's idea of having a way to make a referral to RC by community and service providers as part of the team
Kelly Kulzer-Reyes
01:33:25
I’m still curious about Service access and equity reviews/evaluations mentioned in the May Revise. How does this change our current process?
Amy Wall
01:34:22
Submit your questions or input on budget proposal items to DSTaskForce@dds.ca.gov
Kelly Kulzer-Reyes
01:35:23
We need to continue to use tele-appointments including for IPPs as an option. It’s an amazing resource for families who love it.
Fanny Cano
01:36:05
Lulú Aguilar Aguilar 11:20 AMMany resources are dedicated to adults, but very little to children between the ages of 3 and 18. This is important as this is when more programs and services are needed for them to learn things that will help them in their adult life to be more independent. We need to create new programs and services.
Marty Omoto
01:36:17
Recommendation to DDS - adding to the good job in handling these DS Task Force meetings - I think it would be helpful (especially for DS Task Force members and other advocates) to have the Q&A and chat posted along with other meeting materials - and perhaps recording of the meeting too. Not that we want to relive it - but some people don't have the time available to make the meeting - and accessing recorded versions (this is done for other advisory committees like the CA Dept of Public Health Vaccine Advisory Comm) and the Q&A etc can be helpful in providing more info
Tiffany Whiten
01:36:51
Thank you Nancy and team for the proposals related to DSPs and Service Coordinators. These critical investments will help workers be able to do their jobs better in order to provide the best services possible.
Katie Hornberger
01:37:28
I emailed my question about provisional eligibility.
Victor Lira
01:38:27
Hi! Not sure if you'll have time to get to my question and comment so I will post here. Can we make sure that there is a complete training regimen in place for the Participant Choice Specialist positions for SDP? I feel as though the person in this position should be able to explain in detail all facets of the program to different RC stakeholders. In essence, be a true "specialist". I'm happy to consult on what the aspects of this training should look like in my opinion in conjunction with other SDP stakeholders.
Marty Omoto
01:38:54
Appreciate Mary Lou and the way she is handling the questions and comments.
Yvette Baptiste
01:39:23
I will put my comments here: Thank you Nancy and Staff for your leadership. I love the "building the bench" concept so that the system is better able to address the needs of families. I have been nodding my head so much I may need a concussion protocol at the end of this meeting. Such great efforts! Your proposals give the system much needed financial resources to do better work in a system that is so financially starved. Yes, to RC for more positions all of those positions are needed. Yes to Service Providers to pay staff a living wage and yes to ensuring that families get the help to access services.
Fanny Cano
01:39:36
Gladis Alvarez 11:23 AMEasy access to services for Spanish speakers. Since it is very difficult to obtain services when they always deny them using any excuse, especially when you investigate and know that other parents are receiving the services that they told you were not covered or they give you the services in exchange for taking away what you have.
Fanny Cano
01:41:07
Teresa Ayala 11:25 AMYou are talking about supporting participant-directed services, but you have not intervened to get the regional centers to implement the participant-directed services model when families have requested it, the regional centers say they don't know what we are talking about.
Yvette Baptiste
01:41:07
I agree with Dana. Thanks for bringing that up.
Tiffany Whiten
01:41:13
Completely agree with Dana’s points.
Kelly Kulzer-Reyes
01:41:16
I echo Victor’s request about Participant Choice Specialist positions. I would love to see the job description for this— will it be a DDS created job description to ensure continuity? how will SDPs low/no POS challenges be addressed by this position?
Marty Omoto
01:41:42
Our thoughts in remembering Lou Brown - Ann Snowhook - Bobbie Colbourne - and continued prayers and hopes for help to Isias Cervantes and his family - to so many others who are suffering or afraid because they are in crisis and need help that is not there.
Lisa Gonzales
01:41:48
Dana thanks for addressing this, employees are still punching in their hours and struggling in the Bay area
Marty Omoto
01:42:37
Support the words on direct support staff that Carole Watilo and others
Debbie & Jay Keller
01:42:50
Agree with Dana . rate study . .increases?
Yvette Baptiste
01:44:04
Yes, I agree Ken on the RC allocations for staff
Sylvia Yeh
01:44:28
Bravo, Ken, for making EDD suggestions.
Kelly Kulzer-Reyes
01:45:49
Cultural Humility training with Kim’s suggestion of simplicity bias training, please please please!
Marty Omoto
01:45:55
I agree with Bill - and also point that Ken made - targeted incentives (as DDS is doing in some areas) - for direct support staff. Target incentives need to be person centered - and at least the State should do this in recognition of essential people doing essential work all these months. One time funding from COVID might be a start for this.
Kelly Kulzer-Reyes
01:45:58
implicit bias
Kelly Kulzer-Reyes
01:46:19
Thank you, Kim!
Kelly Kulzer-Reyes
01:46:30
Yes, Elizabeth!
Kim Mills
01:46:48
Thanks for your support Kelly!
Yvette Baptiste
01:47:40
I agree Elizabeth. Nancy's comment that we are still in recovery. This is a so true.
Pablo Velez-Amigo Baby
01:48:02
Tele-therapy has given the option to working parents the opportunity to access services. We need to work on developing the how, controls, quality standards, how do we maintain person center at the core, develop the training and certification to assure quality of the providers and service coordinators, determine if program plans need to be modified. The costs of housing and rents in California are making it very difficult to hire qualified staff and also having Tele-therapy, allows the option to get the qualified personnel.
Kelly Kulzer-Reyes
01:48:32
YES! Pablo! Tele-options are so helpful!
Marty Omoto
01:48:41
Thanks for your words to everyone Elizabeth and your comments on the urgent need to partner with community based organizations and families and people with developmental disabilities. All of us!
Yvette Baptiste
01:49:10
I agree with Pablo families do need this option
Marty Omoto
01:50:24
Also want to underscore point Jacquie is raising (as others have) about wages and pay for direct support people - it is an urgent need - crisis - that we need to work to address this year. I will help in any way with everyone else to make that happen
Marty Omoto
01:50:35
Thanks for doing this meeting Nancy and DDS!
Sylvia Yeh
01:50:48
Thanks for Nancy's leadership
Marty Omoto
01:51:13
Remember Lou Brown, Ann Snowhook. Bobbie Colbourne - and prayers to Isais Cervantes and his family
Shella Comin-DuMong
01:51:45
Thanks everyone, great meeting. Until next time!
